What is Tacis?

The Tacis Programme is a European Union initiative for the New Independent States and Mongolia which fosters the development of harmonious and prosperous economic and political links between the European Union and these partner countries. Its aim is to support the partner countries' initiatives to develop societies based on political freedoms and economic prosperity.Tacis does this by providing grant finance for know-how to support the process of transformation to market economies and democratic societies.

This know-how is delivered by providing policy advice, consultancy teams, studies and training, by developing and reforming legal and regulatory frameworks, institutions and organizations, and by setting up partnerships, networks, twinnings and pilot projects. Tacis is also a catalyst, unlocking funds from major lenders by providing pre-investment and feasibility studies.

According to the EC Regulation No. 99/2000 of 29 December 1999, which covers the years 2000-2006, Tacis activities concentrate on the following areas of cooperation:

  • Institutional, legal and administrative reform;
  • Private sector and economic development;
  • Development of infrastructure networks;
  • Consequences of changes in society, infrastructure networks;
  • Environmental protection;
  • Rural economy.

The areas where Tacis funding is used are designed to complement each other, and each national or multi-country programme focuses on no more than three of the above mentioned fields, so that each can be most effective.

About the National Co-ordinating Unit (NCU)

The NCU has been established in 1992 to support the implementation of the TACIS programme, financed by the European Union. During the period 1992 trough July 2000 the Tacis Co-ordinating unit was a joint Uzbek - EU organization. From the 1st of August 2000 the NCU is an institution of the Government of Uzbekistan only, supported by an advisory team of European and Local experts.

Its tasks have been defined by a Government decree and are as follows;

  • The NCU is the responsible body for coordination and monitoring of measures for implementing terms and conditions of the Partnership and Cooperation Agreement (PCA) between Uzbekistan and European Union (EU) and technical assistance projects of the EC in the Republic of Uzbekistan.
  • The NCU, jointly with the ministries and agencies of the Republic of Uzbekistan, as well as appropriate divisions of the European Commission,carries out the preparation of proposals and plans for implementation of EC technical assistance to the Republic of Uzbekistan.In addition to the above mentioned tasks, the NCU provides information about past, present and planned donor financed activities to anyone interested. This web site deals only with the Technical assistance programming and project preparation tasks of the NCU. For information about the Partnership and Co-operation Agreement between the EU and Uzbekistan please refer to the relevant web site.

In more detail, the most important task of the NCU are;

  • Regular transmission of the Uzbek policy agenda to the European Commission in the context of the Regional Strategy Paper for Central Asia,
  • Guidance to the preparation of the Uzbek contribution of the Tacis Indicative Programmes (IP),
  • Identification project for the respective annual Action Programmes (AP).
